Notice of Proposed Adjustments to Fees, Rates, or Charges for Medicaid Biennial Calendar Fee Review

Formula/feeding supply rates are not decreasing
Only three HCPCS codes are changing - all increasing
- Rate for B4103 (Pediatric Electrolyte Replacement) is increasing 3.1% from $3.23 to $3.33.
- Rate for B4105 (Inline Enzyme Cartridge) is increasing 9% from $102.00 to $111.18.
- Rate for B4172 (Parenteral Amino Acid Solution) is increasing 10.94% from $28.06 to $31.13.
Proposed effective date would be March 1, 2023.

Best Practices

Here are a few guidelines for successful testimony to Texas HHSC Provider Finance during Rate Hearings:

Speak clearly and be succinct
Have a specific ask
Use logical reasoning and documentation to support your claims
Understand how rates are reviewed and target your testimony accordingly
DO NOT attempt to address rates that are not up for review
Follow up oral testimony with written testimony
If unable to attend, remove yourself from registration and provide written testimony
Keep to your allotted time (typically 3 minutes)
